The article informs the reader that this debate is not one that was born in the digital information age; this movement began during the 1960s. Concerns surrounding the requirement to pay to access their content were raised considerably when the prices for the subscriptions for academic journals continued to consistently rise. Universities were concerned that the subscriptions that they required were becoming impractically expensive. In addition to universities, government agencies, such as the NIH, as well as other experts in the field have also argued that continuing to privatize knowledge goes against democratic ideals. Critics of the movement to make academic research open access argue that this movement would make publishing reliable material impossible. This side of the debate also argues that such a movement would allow academic content to be mixed with uninformed opinions. Yes Position: The position in favor of charging the public to see the results of federally funded research was argued for by Ralph Oman, a past register of copyrights and attorney. Oman argues that the decision to make federally funded research open access goes against the NIH’s interests, against creativity in the United States, counterproductive, and short-sighted. The attorney goes on to defend the idea that upholding private copyrights of researchers leads to the publication and dissemination of higher quality peer-reviewed articles than would otherwise be the case. The fees that are charged by publishers are used to pay for the material itself to be published extensively; they also ensure that the content of what is being published lives up to a certain standard of quality. Oman also adds that it is unrealistic to expect private academic publishers to be able to continue to publish if they were to lose 50% of their income from paid subscriptions. No Position: The argument against charging the public to see the results of federally funded research was defended by Stuart M. Shieber, a faculty member of Harvard University. He begins arguing his position by appealing to the duty that universities hold to produce knowledge and spread it. When considering the interconnectivity of the internet, this position also considered that this modern platform can also work towards collaboration among researchers. In addition to this, the computer databases wherein the data from open access articles would be stored would also allow for text mining processes that would further contribute to the collective body of knowledge. Shieber goes on to add that the business model upon which most academic journals are built is doomed to failure. Putting academic articles into open access would allow a broader sector of the public to access the information and lead to a larger audience for such material. Overall, this strategy would lead to savings by education institutions and wider availability of knowledge to the public. My Position: I am inclined to agree with Shieber’s argument that the public should not be charged to access federally funded research. This is because I believe that knowledge and education should not be businesses that profit and limit access to information to those who can afford it. Education is a fundamental human right that should be defended to allow any individual to access information if they so desire. It goes against the interest of spreading information to the public to only allow those who can pay for subscriptions to access this information; the information becomes a private good for the privileged. In addition to this, there is the fact that the research being discussed is federally funded, meaning that the public pays for it. It is senseless to charge the public for a product for which they already paid through their taxes and the representation that politicians and public institutions are obliged to carry out. Summary:
The article mainly composed of statements both supporting and opposing the type of
Distributed Energy source, “Home Solar Energy”. These statements contain several
aspects that are should be considered about the usage of Home solar power, this article
also discusses that the usage of Solar Energy and storing them in Batteries, for future
usage will reduce the dependence on the conventional Electricity Grids by Early 2020
and also it becomes the Robust and Reliable Electricity power supply System. Whereas
there are several arguments which were made by the executive director of the
Infrastructure Advocates which tells us that the great Interest in the Distributed Energy
sources like Home Solar power and energy efficiency will become a threat that leads to
not only the reduced Revenue but increases costs for Electrical utilities and also. These
opposing statements convey that t...
