Background A central question regarding federalism is which government has the power to act and which entity should act on a given issue. This recurring debate regarding the proper division of powers between the state and national government has been playing out over the Affordable Care Act since it was signed into law in 2010. I have attached the law for you to review below. After the act was passed, there were several lawsuits challenging the constitutionality of the individual mandate and expansion of Medicaid. The Supreme Court ruled in favor of the federal government on the mandate, but allowed states the right to opt out of the expansion of Medicaid. The fight over the ACA continues as the Trump Administration and Republican controlled Congress sought to repeal and replace this law (unsuccessfully). Several Democratic presidential candidates have made health care their key issue advocating for further federal involvement in the health care system (e.g. Medicare for All plans). Instructions Research these sites to gather facts regarding the Affordable Care Act. You may also conduct research beyond these suggested sites. 1. Read through the following overview of the Affordable Health Care Act Here are a few articles on the Supreme Court rulings and subsequent actions by state governments: • Uncertainty Over States and Medicaid Expansion • In Reversal, Florida to Take Health Law's Medicaid Expansion • Trump Issues Executive Order Scaling Back Parts of Obamacare Where 2020 Democrats Stand on Medicare for All Next, discuss with your classmates whether you think health care should be regulated by the national government or state governments. Explain why. Discuss the advantages and disadvantages of each scenario. Discuss the merits and pitfalls of repealing and replacing the ACA and/or potential merits or externalities (unintended consequences) of the Medicare for All plan. Each student will create a discussion and respond to at least two classmates' posts.

The Medicare Health Act
The state government should be responsible for health care and not the national
government. However, the federal government provides full financial support for these
proceedings. It is better if the state governments handle health care provision because it is
closest to the people. For instance, in extending the states' medicare act, Florida's governor
said that he would extend the law despite the majority of states denying the extension. He
claimed that while the federal government is committed to paying 100 percent of the cost, he
could not in good conscience deny Floridians that needed access to health care. Although the
national government favors extending the medicare act compared to the states, the services
are better provided in devolution.
There are advantages of states dealing with health care. When the Affordable Care Act
got introduced in 2010, during Obama's presidency, more than twenty million people gained
health insurance covers, boosting the American Health care system. One of the driving
factors was the state's handling the process making it readily available for the citizens. The
demerit lies in the fact majority of the states do not s...
