Hippuric acid is a carboxylic acid, therefor the chemical equation could be written as 

C9H9NO3====H+ + C9H8NO3-

Assuming in 0.120MM hippuric acid, x MM is converted to C9H8NO3- to reach the balance,

Then

pKa=-log [H+][C9H8NO3-]/[C9H9NO3]=-log (10-3x+10-7)x/(0.120-x) =3.62

so 10-3(x+10-4)x=10-3.62(0.120-x)

The equation can be simplified as 

x^2+0.24x-0.12*0.24=0

After calculation x=0.088  MM

Therefore in the balanced solution 

[H+]= 0.088*10-3+10-7~8.8*10-5  M

pH=4.06
