Forward the topic of the health policy paper to faculty at the end of Week One,
Health policy unfolds daily and drives clinical practice in the US. The student will investigate current policies or legislation underway for a specific health-related issue. The Student will develop a scholarly APA formatted paper supported by evidence. The policy paper rubric:
Introduction to population or problem (incidence, prevalence, epidemiology, cost burden etc)
Description of how the policy is intended for a specific population, program or organization
Specific legislators involved in the policy development and dissemination
Identify the role of the APRN in assisting with the policy or refuting the policy – this requires the evidence to support opinion, ideas and/or concepts.
Discuss how the policy influences clinical practice and is used to promote best outcomes
Examine how the policy can be used by the interprofessional team to ensure coordinated and comprehensive care for the specific population
Conclusion – summarize findings
APA format – use of primary peer-reviewed references as much as possible

Tobacco use, particularly in the form of cigarettes has increased over the years due to its
availability and low cost. Smoking tobacco increases people’s risks of developing respiratory
complications and conditions like chronic obstructive pulmonary disease (COPD), recurrent
bronchitis, heart and lung diseases, cancer, diabetes, among other problems. While many
countries have implemented strict rules such as increased taxation on tobacco products,
marketing restrictions, and public education on the effects of long-term tobacco use, a large
percentage of the population still use tobacco products. Tobacco use continues to raise concerns
about its risks on both smokers and non-smokers because of the effects of these products on
people’s lives.
Disease
Tobacco use is associated with numerous diseases. According to data from Healthy
People 2020, tobacco use is associated with heart diseases and stroke, lung diseases like
emphysema, bronchitis, chronic airway obstruction, COPD, pulmonary disease, and pneumonia,
reproductive effects like ectopic pregnancies, premature births, low birth weight, and reduced
infertility in women. Tobacco use has also been linked to different types of cancers like
oropharynx, esophagus, trachea, lung, acute myeloid leukemia, liver, pancreas, ureter, cervix,
and colorectal cancer. Other diseases linked to tobacco use include rheumatoid arthritis,
blindness, cataracts, hip fractures, periodontitis, and impaired immune function
(HealthyPeople.gov, 2020). The risk of these diseases is higher among long-term users of
tobacco. Approximately 16 million Americans have tobacco-related diseases, especially those
caused by cigarette smoking. This number indicates that tobacco use is high in the United States
and needs to be reduced to minimize the mortality rate among the patients.

Incidence
Tobacco use through cigarette smoking has been a major problem in the U.S. Between
2005 and 2019, the number of people who used tobacco through cigarette smoking declined from
14%, which was approximately 14 people in every 100 adults to 20.9%, which was 21 people in
every 100 adults. This decline was a reflection of the number of smokers who had quit smoking
within that period. Despite the decline, the number of people relying on cigarette smoking was
still high as the survey-based their identification of smokers on people's report of having smoked
more than 100 cigarettes in their lifetime and continued use of cigarettes every day
(HealthyPeople.gov, 2020). The incidence of cigarette smoking in the U.S. is still quite high.
Based on the high incidence of tobacco use in the U.S., it implies that smokers do not adhere to
the measures developed to reduce cigarette smoking. Therefore, stricter rules need to be
