equation of circle with center (h,k) & radius r is

(x-h)^2+(y-k)^2 = r^2

  x^2+2x+y^2-6y+14=0

x^2+2x+y^2-6y= -14

x^2+2x+1^2+y^2-6y+3^2 = 1^2+3^2-14  , add 1^2+3^2 to both sides 

(x+1)^2+(y-3)^2 = 1+9-14

(x+1)^2+(y-3)^2 = -4  , r^2 = -4 not possible

it's not equation of a circle
