3:2=3/2, 

8:6.5=8/(61/2)=8/(13/2)=16/13

If the same denominator is wanted, the smallest integral that can be obtained from 2 and 13 is 2x13=26.

So 3/2=3x13/(2x13)=39/26; 16/13=16x2/(13x2)=32/26

Now they have the same denominator.

If the same numerator is wanted, the smallest integral that can be obtained from 3 and 16 is 3x16=48.

So 3/2=3x16/(2x16)=48/32; 16/13=16x3/(13x3)=48/39

Now they have the same numerator.
