developed nations, having a high rate of foreign workers in Riyadh is one of the factors that
promote the high crime rate. Regardless of the high development in this city and the numerous
job opportunities for the locals, the unemployment rate among the youth and other critical
members of the Riyadh community results in a high crime rate. In this city, there different types
of gangs that contribute to the high crime rate. Among the significant criminal include the Street
gangs and religiously affiliated gangs.
Due to the city's popularity and diversity levels, Riyadh records many visitors to this city
keeps growing. Due to the minimal exposure that most visitors have concerning the city's
operations and the areas that are risky for them to visit, the attack rates towards the visitors’
increase. Although there are several ways in which the criminal gangs may attack vulnerable
citizens, stealing their identity is one of the approaches that the gangs recently developed to take
advantage of their weaknesses. The threat of having criminal gangs in Riyadh stealing the
unsuspecting citizens' identity could have a devastating effect on the city's image and its overall
development (Al-Zayed et al., 2020). Since this is a well-known city and whose popularity has
contributed to many visitors and business people seeking assistance on purchasing different
products, it is worth noting that the increased crime rate influences the image and makes it
challenging for the city to attain the needed growth. One limitation to studying the chances of
vulnerable citizens having their identity stolen is based on the minimal information that the
