Introduction
A public budget entails tasks by the national government and the state’s legislature to
allocate the country’s resources to various expenditures. The budget process follows four main
stages that facilitate formulation and approval of the budget (Marchessault, 2012). The
budgetary process includes drafting, legislative, implementation, and auditing. The ministry
of finance, at the state level, drafts the budget expenditure and tables it for the legislature's
approval (Marchessault, 2012). The approved budget is valid for one fiscal year, and it's open
for amendment. Budget auditing allows the state to assess the spending, balancing revenues,
and expenditures throughout the fiscal year (Marchessault, 2012). Public participation plays a
vital role in the decision-making process in public budgeting. The budget process entails
deciding how the state should raise revenues and expenditures. The objective of this paper is
to compare the budget from three cities and evaluate the information provided to the members
of the public.
