PROBLEM-SOLVING REPORT FORMAT PROBLEM-SOLVING REPORT FORMAT D R. MA MD OO H A . A BD E L MOTT LE P JAN UA RY 2 021 Ideally, a Problem-Solving Report is akin to a decision memorandum. A Problem-Solving Report must be thoroughly researched and be richly accompanied by endnotes. A good Problem-Solving Report will have the following parts. 1. Executive Summary A short abstract of the paper content including all the Problem-Solving Report parts. 2. Problem Background A. History of the Problem B. Current Status of the Problem C. Importance of the Problem D. Definition of the Problem Introduction to the problem. Keep it short and to the point. This section frames the issue. 3. Problem Statement A. Identify the objectives of the entity that is trying to solve the problem and the Statement of the Problem B. Statement of Methodology Used in Analysis C. Identification of Actors Involved D. Impact of the Problem It concisely identifies the problem to be solved. It may be in the form of a question. 4. Alternative Solutions A. Listing of Alternatives Considered B. Comparison of Alternatives 1 PROBLEM-SOLVING REPORT FORMAT C. Constraints, Including Political Enumerate the options and describe them briefly. It is common to provide three options, but don’t force it to that. For and against arguments do not constitute two options. Give the decision-maker some choices. 4-D: Analysis of Options: How does each option serve the objectives listed above (3-A) and what are the other cost issues associated with each. Consider positive and negative externalities. You should be sensitive to the options’ domestic political repercussions. 5. Recommendations A. Description Recommendation(s) B. Rationale for Recommendations C. Plan for Implementation D. Provisions for Monitoring/Evaluation Select the best option and recapitulate why it is the best. Do a reality check. Does the recommendation solve the problem; is it actionable? Your recommendation should ideally be a stand-alone, and not require another iteration of the process to figure out how to implement it. A good recommendation is never a suicide pact. 6. References 7. Appendices 2 3/22/2021 Rubric Detail – Problem Solving: Planning, Analysis and ... Problem Solving Report
Executive Summary
Human trafficking is the illegal transportation of people to benefit from their work and
services through forced labor or sexual exploitation. It is a major global challenge that has
affected even the most powerful states like the United States. According to research, millions of
people are smuggled illegally into the United States. Human trafficking can occur to any
individual regardless of their age, gender, nationality, or race. The government and related
agencies of human trafficking need to work towards ending human trafficking since it affects the
victims and the nation negatively and is high on the rise (Dentor, 2016). Currently, human
trafficking is through online technologies. Traffickers are using the internet to target the
vulnerable, especially the youth, for their financial gains. This challenge can be solved by the
government, private organizations, Non-Governmental organizations, and service providers
through creating awareness about the topic and follow up on the technologies to avoid human
trafficking.
Problem Background
In the United States, human trafficking is a modern form of slavery that involves illegal
smuggling and trading. Such individuals are traded for forced labor or sexual exploitation
purposes. In human trafficking, individuals are harbored through abduction, deception, fraud,
and coercion. People taken for human trafficking range in terms of age since even minor people
are involved. In the United States, victims of human trafficking range from age 14 to 25 years
old. It often takes place in international travel hubs which have large populations of people.
Mostly, human trafficking is notable in states like California, Texas, and Georgia. According to

3
the latest research, around 570000 United States citizens are victims of human trafficking (Alvari
et al., 2015).
According to many reports, human trafficking must have originated from the slave trade,
a legacy in imperialism and colonialism (Dentor, 2016). The Slave trade acted as a fuel to
agricultural industries where slaves were used to providing cheap labor in the European farms.
Slave trade was mainly advocated for by the government with support from social and economic
sectors (Dentor, 2016). Due to massive changes in terms of financial technologies slave trade
declined. It was only familiar in places with poor people. The center of trafficking now moved to
Europe.
Human trafficking can also be traced from the white enslavement of white women for
sexual exploitation. In 1904, there was the movement of white women and girls by force
together with drugs for purposes of commercial sexual exploitation (GreenBaum, 2017). The
increased number of women migrants, who also included prostitutes from Europe seeking
employment abroad, was the main factor that led and accelerated human trafficking. According
to the Europeans, these women were trapped and victimized since they could not willingly
submit to sexual business with foreign people. In the 20th century, human trafficking changed its
course. It was not only a matter of white women and girls but also boys from even other races.
Currently, human traffickers compel victims to engage in sex and work in legal and
illegal sectors like janitorial services, massage parlors, retail services, and domestic work.
Traffickers have denied nearly 25 million people the right to freedom and have forced them to
live enslaved and work for the exploiter's benefit (Motivans & Snyder, 2018). All stakeholders
need to work together to fight human trafficking. The internet and digital technology have
fuelled the growth of human trafficking in the United States. The internet has changed the ways

4
sex is sold, leading to new forms of human trafficking. The internet has provided traffickers with
a vast scope to seek out marginalized individuals.
Human trafficking has a devastating impact on the victims, especially since they suffer
physically, emotionally, rape, death, and threats against their families. Human trafficking affects
every individual, from the victim, their families and the nation at large. A victim may suffer
physically, emotionally, and psychologically on every individual involved (Buttler, 2015). To the
government, human trafficking undermines the safety and security of the nation.
To the victims, human trafficking leads to mental trauma since they are dehumanized and
objectified. Due to this, they are likely to experience psychological effects during and after the
experience. Post-traumatic stress, depression, shame, memory loss, and anxiety are common
effects among individuals who have gone through human trafficking (GreenBaum, 2017). Some
victims may also end up in human trafficking to escape victimization, and they begin oppressing
others. Besides, lack of independent living skills and isolation from others may also impact
victims of trafficking. Lastly, the illegal trade is of much help to the human traffickers since they
gain money, especially in drug trafficking.
Problem Statement
According to evidence gathered, online and social networking sites are currently used as
platforms for human trafficking. The federal government in the United States of America has
made innovations and partnerships with civil societies. The objective of the government is to
fight against this modern form of slavery. To make this possible, the government officials, a
committee being led by the National Institute of Justice, specifically focus on the relationship
between human trafficking and the internet (Alvari et al., 2015). The ...
