Discussion 1: A failed project
A public housing company located in one of the large municipalities in Sweden decided
to introduce individual metering and debiting hot water projects in all the rented flats. This
project aimed to achieve the 2525 energy goal for the company, which is translated to mean “a
reduction by 25 percent purchased energy by the year 2025” (Kohlar, 2018). Several factors
constrained this project, and it failed.
The project's background information was that residents in the flats usually pay rent that
is inclusive of the cost of hot water. The fact that the residents do not visibly realize the cost of
energy used to heat the water makes them over-consume. The introduction of individual metered
and debited hot water was to arrest the over-consumption problem. The project owners borrowed
