Description

Introduction

The role of federalism in the nation is essential in that it helps to ensure that homeland security department meets their responsibilities to the public (Ryan, 2011, p. 158). The majority of the disaster issues and cases or emergencies are dealt with at the state or local level. This is because federal and local agencies have the responsibilities to identify and solve problems at the respective levels. However, the Homeland Security program requires federalism to make it robust and right. Therefore federalism has a significant role within the national homeland security program. This paper, therefore, gives an explanation of main implications that result from the act of federalism especially to the nation homeland security program together with its areas of concern.

Implications

Federalism in homeland security is involved in various key areas where its support and guidance is required. The first implication federalism has in homeland security is that it gives power to the state and local authorities. The kind of power allows them to fight and conquer disasters within local and state levels. Moreover, federalism also provides support to the state and local agencies in cases of disasters that surpass their capacity (Barbour & Wright, 2013, p. 75). If a disaster exceeds the capability of local and state authorities, federal authorities take over to deal with the issues.

Additionally, federal agencies take control of disasters that are considered a national crisis. These problems cannot be dealt with at the state or local level and are thus left to the federal authorities to manage. Federalism thus maintains a strong relation between the state and local as well as federal authorities (Banks & Blakeman, 2012, p. 17). It also allows these officials to interact and receive support and assistance in times of need.

Conclusion

The role of federalism in homeland security program is to give support to state and local authorities in cases where disasters or problems exceed their capacity. Moreover, its mission areas are centered on the entire nation. This means that its support and assistance is given to authorities at both the state and local levels (Milakovich & Gordon, 2013, p. 144). Nevertheless, it only takes control of disasters in the nation only when they are beyond the capability of state and local authorities.
