Case Study 12.2: “First Come, First Served”: Resource Challenges for Sunrise Restoration

This case is intended to highlight the challenges in resource assignment, particularly in the common cases where project managers within the same firm are competing with each other for the use of scarce and valuable human resources to accomplish their tasks. Without clear guidance from top management and a valid priority system, the ability to acquire resources is often the result of chaotic bargaining and negotiation among equals. This case is based on a real situation and the outcomes were very much in line with the way they are described in the case. The business owner did not want to simply invest in more resources for fear that they would be underutilized. He much preferred the system of negotiating among his project managers, even if that led to inefficient utilization of the resources that were available. Students can be asked to take the side of the owner or Tyler to debate the options that Sunrise can use to manage its resources.

In most small businesses, significant constraints lie in the budget and resources, primarily
if multiple projects are handled simultaneously with unavoidable resource-sharing. Sunrise
Restoration and Remodeling is a proprietary company whose specialty is in restoration of domestic
possessions destroyed either in floods or fires and faces several constraints just any other small
company would. Besides inadequate funds by its owner, the company's other struggles lie in
resource management: availability and efficiency of both personnel and equipment in project
planning. This paper, therefore, outlines the most significant constraints faced by the company and
how technology can help alleviate them.
One of the constraints faced by Sunrise is the sub-contractor market, whereby the company
lacks a vast database of approved, reliable, consistent, and high-quality contractors who can offer
affordable services to their large customer base. This has resulted in poor customer satisfaction
due to delayed services since completing jobs on schedule with limited sub-contractors has proven
difficult. Although Sunrise has tried to alleviate this constraint by hiring two full-time technicians,
meeting all the customers' demands has remained a challenge due to the technician's limited
expertise and physical restrictions.
In addition to inadequate subcontractors, Sunrise’s project managers affect the company in
very significant ways. Firstly, as the commission paid to project managers is available upon
completion of a project, t...
