Do you mean a standing committee?  Standing committees oversee agencies and programs.  They also determine what bills and legislation will be heard.  As a chairperson, that individual directs the actions of a committee in these areas.  He/she would have significant influence on what is considered.  In essence, a chairperson could dictate the future of programs and agencies under the perview of his/her committee.
