- Write a paragraph stating your specific issue (for instance, if you choose to write about End of Life, the particular case might be physician-assisted suicide) and explain why you have chosen this issue to research. Make sure there are competing positions on this issue that reflect differing ethical principles or interpretations.Include references for three sources that could be used in the final paper.

Each section of your outline should include topic sentences and paragraph transitions that tie your significant points together. - Detail Sufficient to Evaluate your Thinking
Write complete thoughts. - Quotes and Paraphrases
Include from three outside sources, indicated by APA in-text citations. Sources should be less than five years old unless recent research is not available, and at least one reference must be a peer-reviewed article from a professional journal. Do not use Wikipedia or an encyclopedia as they are not considered reliable academic sources and will not be accepted.

In the United States alone, access to health care services has posed difficulty for nearly
ten percent of the nation’s population (Zieff et al., 2020). Access to health care, a highly complex
topic, can be affected by many factors including an individual’s sex, ethnicity, and/or financial
status. These factors, however, have primarily served as barriers and have greatly hindered
access to health care within the country (Zieff et al., 2020). With regards to this issue, many
arguments have been proposed both arguing for better solutions to improve access to health care
as well as against such solutions for improved access to health care (Norheim, 2016). Universal
health coverage is one of the more highly debated potential solutions for this issue. This potential
solution would allow every individual in the country to have access to any needed healthcare
service at any time, without substantial financial hardship (Zieff et al., 2020). Many have noted
that granting such universal health coverage is the ethically correct decision (such as allowing
individuals to have access to desperately needed services), however, those opposed (and continue
to block this proposal) continue to submit counterarguments (including the impending doctor
shortages) for these compelling pro-universal coverage ethical arguments (Manchikanti et al.,
2017). Because this issue plays a predominant role in access to health care ethical issues, it is
important to thoroughly analyze both opposing sides of the overall argument to better understand
the issue and a possible middle ground that can be achieved. With that, this topic was chosen to
bring attention to this highly debatable concern with the objective of providing a well-rounded of
both sides of the argument.

Introduction
a. There are many barriers hindering access to health care in the United States and
many viable ethical solutions. Universal health coverage is one of the highly
debated, complex solutions to this access to health care issue but there is a divide
between ethically charged arguments for this coverage and arguments against this
coverage (Zieff et al., 2020).
II.
Body Paragraph 1 – Technical Aspects
a. In terms of access to health care services, the idea of universal health coverage as
a potentially plausible intervention is not a new concept but rather a highly
misunderstood one.
i. Universal health coverage refers to a proposed government policy that
would allow all people within the country accesses to needed healthcare
services at any time without the financial hardship commonly seen in
current cases (Zieff et al., 2020).
ii. Universal health coverage is not intended to affect the quality of patient
care but rather improve the feasibility of accessing patient care (Zieff et
al., 2020)
iii. While the United States has made strides towards universal health
coverage (the Affordable Care Act), universal health coverage is currently
not implemented due to the previous and ongoing debates surrounding the
feasibility of implementing the potential intervention from an economic
standpoint (Zieff et al., 2020).
