Public Human resource management departments are among the most essential fields that
facilitate effective utilization of public resources. By managing human resource, it means that the
staff will have a suitable environment to operate in; thereby, optimizing their input. The best
practices that may foster appropriate human resource management include opting for proper
recruiting procedures, treating all the staff equally, having even distribution of benefits and pay,

The topics that I choose to discuss are “The pay reform system”, and “Recruitment/
Training and development”. Recruitment and training in the public sector involves educative

Joseph, 23-42). The aim of the procedures is to ensure that the involved parties produce finely
