You need to get C on one side first. This is done by subtracting 2.8 from both sides. 

2.8-2.8-(c/f)>=7.4-2.8 which is the same as (-c/4)>=4.6

Next, you need to multiply both sides by 4:

-c>=18.4

Finally, you want to make the c positive by multiply both sides by negative 1. This will also flip the inequality

c<=-18.4
