What element causes people to interpret things the way they see them and not the way they may really be? Is it the process of the individual trying to jive their understanding and interpretation of something with their worldview and how it fits?

Yes. People interpret things differently based on their perspective and bias. A main driving factor for this is personal experience. 

A recent example of this would be the death of Eric Garner. People view this event differently based on their experience with police, and racial inequality.
