Employers locate in lightly unionized areas because:

  1. Some employers believe (whether true or not) that employees in areas with few unions may be less inclined to join them. This is not entirely true, however.
  2. Areas without unions provide little incentive for employees to compare the economic benefits of joining union and non union organizations and thus do not become involved in work/labor campaigns for economic reasons.
