That depends a lot on what the business is. The first step I always do when I think of an idea is just start writing. I write down what I want to make, what problem it will solve, who will use it, how it will work, different features, how it will make money, etc., but all very informal. At a certain point, I will start talking to people about it and doing more "business plan-esque" research on competitors, market opportunity, etc. By the end, I technically have every part of a business plan, but I just don't organize it that way or make it formal in any way.
