patient quality care and needs. Staffing models differ from state to state due to distinct state
regulations that prescribe guidance on optimum home health care. The nurse-patient ratio is
guaranteed and debated upon by member of a community. Building on a nursing staffing model
is dependent on the amenities or the facility, where it is located and the specific staff
qualifications.
Budget-based staffing is a model that allocates a ratio of the working hours of a nurse or
health provider and total patient days in determining the levels based on benchmarks. The total
patient days must reflect the average number of patients for a 24 hour day. This model provides a
simple way of the overall shift (Kelly, 2010) p 226.
Staffing by nurse-patient ratio model involves a number of patients on one unit. This
model may not take into account the needs of one patient alone but all the patients in the single
unit. This model is used by most hospitals together with HPPD that is normally changed into a
ratio. The only disadvantage is that the unit may decline to admit more patients when it hits a
maximum ratio.
