Abstract
Correctional facilities are areas where convicted suspects are confined by force of the law
for the period sentenced where their freedom is no longer a right as a method of punishment.
Prisons and jails are the most common correctional centers. Prisons as mostly used are to hold
people or law breakers found guilty and sentenced for more than one year. Jails, on the other
hand, are used to hold law breakers with a sentence of mostly less than one year. Since their
introduction correctional centers have been widely used to hold almost all types of law breakers
from what is termed as big crimes to the small crimes.

In the United States of America, the history of correctional facilities has come in eras with
introduction of theories and new ideologies. The began in the 1790s. This is seen as one of the
major eras that led to increasing of prison facilities (McKelvey, 1977). It began in the English
countries and then spread to the United States. It was originally an idea by English
philanthropists who proposed imprisonment as a way of rehabilitating prisoners both mentally
and morally. During this era by 1820, there arose the concept of classifying inmates according to
their behavior. This was practiced by two prisons in Philadelphia (Meskell, 1999).
The second era was the Jacksonian era which started with the election of Jackson as the
president in the 1820s. It came to an end at the time of the American civil war which changed the
way politics was done the United States. This era mostly was democratic and ensured that the
government was not a monopoly which was controlled by specific people. During this era,
prisons were majorly used as a penalty for crimes committed. It was in this time that
rehabilitative labor was also introduced in the prisons as a way of punishment. Because of the
new democratic rule that was brought by President Jackson most people that violated the rule
were imprisoned in the widely growing prisons. With the rise of these prisons there was
experience also a high rise of judges, and also many state constitutions were written to ensure
these rules were captured.
