In this chapter, Sheehan classifies the proposals depending on how they were initiated. The
author defines solicited proposal as the proposals that are requested by the clients or fund
sources to tackle the identified needs meaning it will require direct contact from the client
and are usually initiated by way of advertisement which are termed Request for Proposal.
Unsolicited proposals are usually initiated by both the company and anyone else. They may
be used to propose changes, improvements or ideas that one may have regarding a new
service or new merchandise.
External proposals are used by organizations or companies to conduct their business. In
addition, they are formal and are often interim agreements. Internal proposal alternatively are
usually informal in nature and can be used inside an organization to pitch new strategies.
External and internal proposals fall under the unsolicited proposal which highly focuses on
