In 2002, the Homeland Security Act passed on the heels of the events of 9/11. The failures surrounding Hurricane Katrina in 2005 led to the Post-Katrina Emergency Management Reform Act of 2006 (Title VI of the Department of Homeland Security Appropriations Act, 2007). The reforms in the Post-Katrina Act reformed some of the policies initiated after 9/11 and enhanced FEMA's authority. Each of these legislative acts served to widen the scope of emergency management policy.For this Discussion, select an emergency management policy reform that occurred after a disaster or emergency incident. Think about how the disaster or incident prompted the policy reform.
