Create a 5-year strategic plan focused on addressing the needs of the community from law enforcement. This needs to be written as a report, not an essay.
In 1,500-2,000 words, include the following in your plan:
- State the goal and vision.
- List and describe three specific objectives (e.g., working with groups within the community or how specific crimes will be reduced).
- Obtainable timetable showing how objectives will be accomplished within 5 years, with 6-month checkpoints, showing how each will progress.
- All stakeholders’ roles should be defined with a specific set of tasks so that everyone knows their role in accomplishing the goals.
- Create a budget for the 5-year plan, and identify what resources will be necessary to accomplish the plan, and where the resources will come from.
To reiterate, the plan must include the subheadings of Vision, Goals, Objectives, Timetable, Assigned Duties, Budget, Citations. You may want to include additional subheadings in your plan to meet the needs of your plan, but these subheadings must be included at a minimum.
Your recommendations need to be justified with data. Be sure to cite your sources. Use only sources found at the GCU Library ( log-in would be provided), government websites, or those provided in Class Resources. You should cite at least three to five sources.

Introduction
In every company or department there exists needs for the department, managers,
employees and the customers. Therefore, the ability to analyze these needs and create a
strategic plan that addresses them always contribute to the positive impact to the
department’s performance. From the Maslow’s theory of needs, we see that the ability to
make one feel motivated by satisfying their needs gives them the drive to want to perform
better. This report shows a created five-year strategic plan focused on assessing and
addressing the needs of the community from a law enforcement. Success of any law
enforcement department has its roots on customer satisfaction hence the focus here is on
the employee and community needs (Cafferky, 2011), a plan that can be established or
drafted to enable the law enforcement department to achieve its performance through better
performance.
After a careful analysis of the data collected from a given community, most of the
needs that can be identified include security and safety needs such as enhancement of
security in various areas by assigning more law enforcement personnel especially where
the crime cases are high, love and belonging needs which can be enhanced by building a
great relationship and friendship between the law agency and the community members,
and self-actualization needs where the full-potentials of various community members are
realized hence enabling them to grow in skills and experience. Based on these needs, a
strategic plan that would guide the law enforcement department is created and its elements
include; the vision, goals, timetable, assigned duties and budget.

Vision
A vision statement illustrates what an organization desires to achieve in a long term.
It is what the law enforcement department would target to obtain in a long term (Avigne et
al., 1995). For a vision to stand, it must be supported with a mission and a value statements.
Mission statement gives a summary of a department’s aims, objectives and values and
explains the reason for its existence and what the company needs to accomplish in order
for it to achieve its vision. It is of great importance to the department as it not only explains
and directs the employees on what is to be done through the set objectives but also the
