I think as good variables, we can choose these:

for distance, d-363, where d is the distance traveled by the car from Topeka,

for time, t, where t is the time measured from the time instant at which our car passes at 363 marker.

The constant speed v at which our car has traveled from 373 marker to 363 marker, is:

v=(373-363)/(30-18)=5/6=0.833 miles/min.

Finally the equation required at last question is:

d=-(5/6)t+373

where d is the distance traveled by our car, t is the time, measured from the 373 marker
