  • Describe the population and the particular needs this policy is designed to meet.

  • Identify and attempt to engage stakeholders (discuss who they are and how this might be done in an actual policy evaluation)
  • Provide a complete description of the program or policy.
  • Focus the evaluation design--determine whether your evaluation should focus on content, implementation or impact. Discuss your reasoning and the process of your evaluation, including the questions you will be asking.
  • Gather credible evidence—using the internet and the Kaplan Library, research evidence of the effectiveness of the policy you are evaluating.
  • Make and justify your conclusions--Discuss whether the policy is effective at meeting the needs of the population it is designed to serve. Be sure to provide sound and complete reasoning for your opinion and remember to support your conclusions on the effectiveness of the policy with your research.
  • Discuss how the results of evaluation might be used (this is the “Ensure Use and Lessons Learned” step from the CDC website).
  • Make specific recommendations for updating your policy and/or improving its effectiveness. Again be sure to support these recommendations with your research.
  • Finally, in your discussion, analyze the impact of historical events, legislation, past and present political ideologies, economic and social class systems and public and private attitudes on service delivery under this policy.

    According to CDC, policy is the procedure, administrative action or regulations of
    established institutions and the present government. Service delivery refers to a set of policies,
    standards and principles that are meant for directing the plans, development and deployment by a
    given service provider to a certain community is realized. Social policy refers to guidelines and
    other forms of activities that determine better human living conditions. Therefore, social policies
    are actions that have impacts on the well-being of members of a given society through
    streamlining the way people get goods and services in a given ecosystem. These principles are
    mostly manifested in the areas of health, labor, criminal justice and the education system (Mohr,
    2012). This essay addresses the impacts of historical events, legislation, political ideologies,

    Tobacco Control Policy
    This program is meant to curb diseases, form of disabilities and death that are due to
    consistent tobacco use (smoking) among people mostly in America who are most vulnerable

    Under this policy, the following are the most important key stakeholders in ensuring that
    it is implemented successfully: the Congress which is meant for enacting laws that curb tobacco
    use, the executive arm of the government that is dedicated with implementing rules and
    regulations that are passed by the congress. There have been some key highlights of this policy
    such as the health report from the General advisory Committee on Smoking and Health of the
    year 1964; which pointed out that smoking is one of key contributors of high mortality rates.
    Other key considerations are such as the Public Health Cigarette Smoking Act ensures that all
    cigarette manufacturers to indicate warning signs of cigarette packages and prohibits any form of
    advertisements in media relating to cigarette products.
    The CDC created the office of National Tobacco Control Program (NTCP) in 1999 with
    four key goals such as curbing any form of exposure to second hand smoke; reduce the
    introduction of youth and young adults to smoking, elimination of all disparities that are
    associated with smoking and sensitizing people to quit smoking. Other key components of
