Background Information
The Department of Housing and Urban Development (HUD) is a cabinet level agency
which oversees the federal programs aimed at helping Americans meet their needs in housing.
HUD seeks to raise the level of homeownership, increase the affordability of housing, and
support community development. In 1934, the Congress created the Federal Housing
Administration (FHA) to address the Americans’ needs in housing during the great depression.
In 1965, the Department of Housing and Urban Development was created and the FHA became
part of it. During the 1960s, HUD aimed at eliminating discrimination in housing by enforcing
the Fair Housing Act enacted in 1968. In the 1970s, HUD focused on issuing the Urban
Development Action Grants which provided distressed communities with funds both residential
and nonresidential use (ALLGOV, 2017). In the 1980s, HUD concentrated on the problem of
homelessness by implementing the McKinney-Vento Homeless Assistance Act which provided
local communities with money directly to the homeless. In the 1990s, the efforts of HUD
concentrated on revitalizing public housing whereby it was also involved in different scandals
