The main equation for a standard line in slope-intercept form is:

y=mx+b

M is the slope, and b is the y-intercept where the line intersects the y-axis.

We have two points, so we can plug these two points into the equation. 
1=4m+b
3=-2m+b
We find that b=1-4m through the first equation. Substitute this into the second, and get:
3=-2m+1-4m. Simplify, and get:
2=-6m
m=-3
If b=1-4m, plug in m with the value -3, and we get b=13.
Our equation is y=-3x+13.
