Description

Answer the following questions (5 total):

Question 1- Although not often considered as intelligence agencies, major elements of private industry maintain robust security programs. DHS identifies 16 critical infrastructure sectors. Of these, which do you feel has the greatest potential for harm to the United States if successfully attacked? Why?

Question 2- Opinions differ on the role intelligence should play in the development of policy. One school holds that intelligence should be analyzed and presented with recommendations or conclusions. Others feel intelligence findings should be policy neutral. What do you think? Why or why not?

Question 3- The GAO report on information sharing concluded that the current information sharing process is not perceived as effective. What are its shortcomings? What improvements can be made to increase its effectiveness?

Question 4- The Office of University Programs within DHS sponsors security research efforts by coalitions of US universities in Academic Centers of Excellence (COE). One such center is the Center for Risk and Economic Analysis of Terrorism Events (CREATE) headed by the University of Southern California. One CREATE study addressed the question “Should We Protect Commercial Airliners Against Surface-to-Air Missile Attacks by Terrorists?” What did the study conclude? Do you agree? Why or why not?

Question 5- Former President Obama made the draw down of active US military involvement in Iraq and Afghanistan a centerpiece of his national policy. Critics maintain he simply transitioned open war to covert war through the use of drone strikes. To be successful, drone operations require an extremely high level of actionable intelligence. Critics assert the drain on intelligence resources for drone warfare degrades the quality of intelligence generation elsewhere. Do you believe these are valid criticisms or political posturing? Why or why not?

Question 1
Of the 16 critical infrastructure sectors listed by the Department of Homeland Security as most
critical infrastructure sectors in the United States, the energy sector is the most critical of all. The
importance of the energy sector in the United States can be likened to the backbone of the
economy since it fuels the economy of the 21st century. Although the major focus in the United
States and the world at large has been on the use of renewable energy, I chose to look at the
energy sector as a whole, putting the environmental arguments at bay. A closer look of the
energy dependability in the shows that in 2015, the total primary consumption in the large 5
energy consuming segments of the economy was at 39% of the electric power, 28% of the
transportation energy with both industrial and commercial sectors which are the direct translation
of the economy consuming a cumulative 26% (E.A.I , 2015). The large consumption in the
transportation sector is a confirmation that energy is very critical since the economy largely
depends on transportation of products, services, and ideas and without an effective network
which is well powered, the economy of the country could have literally stalled. Energy
consumption rates in the commercial and industrial sectors also took a larger portion of the total
energy consumption in the country and this shows clearly the importance of energy sector in the
united states of all the DHS listed infrastructure sectors.
Another thing which makes the energy sector a critical one in the country is its importance in
complementing the other sectors and making them successful. Of the listed sectors, the
Emergency Services sector, Critical manufacturing sector, chemical sector and much more all
directly rely on the energy sector for fueling. the energy sector is the most critical and its
consumption numbers confirm that, with the statistics from 2015 showing that the country
consumes 89 quadrillions Btu, translating to 90% of the total energy produced locally in the

country and which shows how dependency levels of internal energy sources in the country are
high such that a probable attack on them can literally stall the American economy (Yu, 2015).
The federal government budgetary allocations to the sector also translate to the importance of the
sector in the American economy.
