Summary
The Morley Unit Hostage Incident was one of the longest prison hostage cases to ever
occur in America’s history, and particularly in the Arizona Department of Correction. The event
which lasted for 15 days, showcased several deficiencies that were present within Arizona’s
DOC protocol, as a result of the takeover that was orchestrated by two inmates namely Steven
Coy and Ricky Wassenaar. It is crucial to note that both of the prisoners were serving lengthy
sentences, with Coy serving life imprisonment due to Class D felony Criminal Recklessness (two
counts) and Class C felony Recklessness Homicide (one count), while Ricky Wassenaar was
serving 16 consecutive life sentences associated with the kidnapping, aggravated assault,
attempted second-degree murder and sexual assault charges he was indicted on (Arizona memory
project, 2004). The event which occurred in the Lewis Prison Complex within the Morey Unit,
which was defined by the largest population of inmates serving life sentences, exposed the
critical and underlying issues which defined the incarceration system; aspects that will be
