since the slope M of your line is M=-3, then the requested line has to have a slope M' equal to 1/3.

Then the requested equation is:

and after simplification, I get:

here the slope M' has to be M' = -3, since parallel line have same slope. The the requested equation is:

y - 5 = (-3) ( x+5)

and after a simplification, I can write:

y = - 3x -10
