Prisons are increasingly making losses from detainees because most of them don’t apply
educational and financial resources effectively. Carceral et al (2004), in chapter 8, discusses that
detainees are becoming a big loss to the criminal department because of a decreasing
profitability. A good number of them are no longer realizing an economic sense of having
detainees in prisons. Unlike before, the current state in the criminal detainment does not
guarantee direct returns because revenues are diminishing. The government is currently making
