appropriates all funds for the state government. Bills regarding raising of revenue are considered
by the legislature after they originate from the House of Representatives. The House of
Representatives alone has the power to bring impeachment charges against an officer which are
tried by the senate. The Texas Legislature is a bicameral institution that is made of a lower house
and the upper house. The lower house is referred to as the Texas House of Representatives while
the upper house is referred to as the Texas Senate. The upper house has 31 members while the
lower has 150 members. The two houses are approximately equally powerful. However, the
Senate is considered the upper house. The Lieutenant Governor is the head of the Senate (Upper
