Reduction equation
Cl2  Cl–
2e– + Cl2  2Cl
Oxidation equation
Cl2  ClO3–
Cl2 + 12OH  ClO3– +10 e– + 6H20
Making the electron gain and lost equivalent;
Reduction:

10e– + 5Cl2  10Cl

Oxidation:

Cl2 + 12OH  ClO3– +10e– + 6H20

Adding both half-reactions
6Cl2 + 12OH + 10e–  2ClO3– + 10Cl + 10 e– + 6H20
The equation can further be simplified to;
3Cl2 + 6OH  ClO3– + 5Cl + 3H20
