United States and the world since the 1980s. On a global scale, large

numbers of people with HIV/AIDS are not receiving the needed treatment.

Congress created The Ryan White Care Act of 1990 to assist public

hospitals struggling financially from caring for uninsured men and women

living with HIV/AIDS. There were four Titles written into The Ryan

White Care Act of 1990. In recent years the Titles have moved into five

Parts, Part A-F focusing on a variety of topics.

Explanation of the parts of the Ryan White Care Act
The Ryan White HIV/AIDS Program gives a comprehensive care system which includes
essential support services and primary medical care for those living with HIV and are underinsured
or uninsured. The program works with the local community, states and Cities-based organizations
for the provision of HIV treatment and care services to over half a million people every year
(Health Resources and Services Administration, 2017). The program covers about 52% of those
diagnosed with HIV in the country yearly.
The majority of funds are dedicated to the Ryan White Care Act for supporting essential
support and medical care services. A smaller but critical proportion is used for funding clinical
training, technical assistance, and innovative care models development (Health Resources and
Services Administration, 2017). The program is an important source of the ongoing HIV
medication access that enables people living with the disease to live to the normal lifespans (Crosse
& United States, 2011).
The 25th anniversary of the Ryan White Care Act for Comprehensive AIDS Resources
Emergency (CARE) was marked on August 18, 2015; this legislation came up with the Ryan White
HIV/AIDS program. It had first authorization in the 1990 and received a funding of $2.32 billion
in the 2016 fiscal year. The program falls under the HHS (U.S. Department of Health and Human
Services), HRSA (Health Resources and Services Administration) and HAB (HIV/AIDS Bureau).
