You are a Human Resources (HR) program of one. Based on information learned in this course, create a Human Resources plan of the steps needed to create a one-person HR department. The design of the HR department must correspond to the various dimensions of the organization. For example, if there are multiple customers, products, or locations, then HR needs to support them all.



In your paper:

  1. Provide a clear and concise summary of the business (name, industry, number of people, etc.).
  2. Create a detailed plan by completing the following:
    1. Develop a recruitment and selection plan.
    2. Design a training and development plan.
    3. Design a compensation package for the people hired.
    4. Discuss legal issues the company should consider (e.g., the U.S. Equal Employment Opportunity Commission).
    5. Develop a performance appraisal system.
  3. Provide support from scholarly sources in regards to the decisions made in the creation of the HR department.

Introduction
Most large organizations have a team of HR professionals who are responsible for the
various activities of HR such as recruitment, training, and compensation; however, small
business has HR departments that are made up of just one HR professional. In such cases, the
single HR professional must be knowledgeable and smart enough to know what action needs to
be taken in case of circumstance involving the HR such as go-slows. In a small business, a single
HR professional is responsible for all the HR functions of that company starting from
recruitment and selection, training and compensation. The development of a human resources
plan that is expected to be operated and managed by one HR professional requires strategic
planning which is essential in aligning the process of development of the plan. Such a position
requires a highly skilled and experienced professional who will be able to deliver an integrated
holistic service to business (Gusdorf, 2008). This paper will focus on the development of a
recruitment and selection plan, designing of training and development plan, a compensation
package, the legal issues involved in such a process and finally the development of a
performance appraisal.
A clear and concise summary of the business
Punalu'u Bake Shop & Visitor Center is a bakery that is considered the most south most
bakery in the United States since it is located on the Big Island on Highway 11. It was opened in
1991 and is based in between Hawaii Volcanoes National Park and Kailua-Kona. This business
opens daily all year round except on Christmas Day and New Year's Day (Fryklund & Reeder,
2010). This business is a small business that operates in the bakery industry. Its small size is

determined by the fact that it does not have other branches, the market size it serves and the
number of employees its employs. This business is located in a four-acre landscaped tropical
estate, it serves over 200,000 visitors from around the world each year and it employs around 65
employees.
The 65 employees include both permanently employed and casuals who are released and
recalled when need be depending on the number of visitors. The 65 employees include the
bakery staff, the shop attendants, the landscapers, room service attendants and security
personnel. Its main product is sweetbread, dinner rolls and cookies that are baked in various
flavors. Apart from serving the customers on-site in their shop, Punalu'u also makes deliveries
through Federal Express and U.S Priority Mail. Despite its small size, it is the most visited bake
shop in the state of Hawaii. Apart from bakery products, Punalu'u's Visitor Center offers a
combination of other services such as restroom facilities, outdoor café-restaurant and gift shop
and finally visitor information on Green and Hawksbill Sea Turtles and Volcanoes National Park
(Fryklund & Reeder, 2010). This business needs one HR professional who will take care of all
the issues regarding human resources. The HR professional will be responsible for all the staff
that this business has starting from the bakery staff and shop attendants to room service and
landscapers. This means that this position will require an HR professional who is highly skilled
and has extensive experience in handling all human resources issues.
Recruitment and selection plan
The position of an HR manager at the Punalu'u Bakery is one of high responsibility since
it demands delivery of integrated, holistic service from the hiring and compensation of the
