Introduction
How well public institutions govern their public affairs and resources encompasses the ideal
meaning of good governance. For any form of governance, not only that of the public offices, to
be considered adequate and be termed as successful, it must portray the principles of
transparency, accountability, integrity, and obey the rules of law. Governance means the system
by which an organization is controlled and operates and the mechanism by which it and its
people are held accountable and can only be good governance if the workers uphold high levels
of ethical behavior at work.
1. Sound Ethics and Good Governance Models
Importance of ethical behavior in border management.
Examples of ethical behavior in businesses or, in this case, at the customs offices include;
obeying the company's rules, effective communication, accountability, taking responsibility,
trust, mutual respect for one's colleagues at work, and professionalism. Upholding these basic
ethical principles builds trust among colleagues and creates a strong client-employee or worker
relationship. This, in turn, promotes the business positively thus, increasing its returns and
revenue in general.
At the customs, ethical behavior plays an important role, more so in the decision-making
process of a country. Therefore, if a neighboring country feels that its citizens are being treated
unethically at another country's border, they might deny entry of citizens from that country from
entering their country, be it for business purposes or leisure.
Examples of unethical behavior and its impact.

Failure to practice ethical behavior in a customs office significantly impacts the country
in general negatively. Although this is not exceedingly experienced, some employees still feel
the need to disobey the rules and act unethically. Examples of unethical behavior include; lies,
taking credit for others' hard work, and verbal harassment or abuse (Chalendard, et. At., (2020).
To dig in deeper, most employees begin lying in their resumes forgetting that one lie breeds
more lies, and any foundation built on lies will crumble.
Lies in the customs offices may be a situation whereby a customs officer quotes a higher
customs duty charge than the required amount to a client just so that they can pocket the extra
change. Most employees, especially managers, tend to take credit for ideas they did not come up
with, which builds up mistrust among colleagues, hindering the company's growth
(Karamanidou, & Kasparek, (2020). This is because no one would want to share their ideas since
the due credit won't befall them.
Verbal harassment is experienced mainly by the immigrants who have to pass by the border
offices. This unethical behavior is not practiced by all employees at the customs office but rather
the few rotten eggs who feel the need to be rude and abusive to establish superiority in that
particular moment. The few with this kind of attitude represent or rather paint a negative picture
