Divine Commands theory can be considered a combination of virtue ethics or deontological ethical approaches. I believe that it attracts people who are interested in adhering to universal ethics and live by rules of morality despite their individual costs (therefore, it attracts people who are more communal) - the only way to discover these universal principles or to arrive at a consensus or to value religion and the existence of a Transcendent All Knowing Being.
