World opinion polls rank President Bill Clinton among the best – or rather effective –
American presidents. In spite of the fact that his infamous impeachment casts a shadow upon his
presidency, he continues to enjoy relatively positive approval ratings. The just ended campaigns
saw his actions as president face a lot of scrutiny since his wife Hilary Clinton was a presidential
candidate. The North American Free Trade Agreement (NAFTA) which is his brainchild, for
instance, was brought to question. It is important to reflect on the actions of a president whose
tenure saw the United States enjoy a relatively healthy relationship with the outside world in a
society where xenophobia continues to rise by the day. This paper looks at Bill Clinton's
personal information, his developments, his presidential march, and how he was effective or
ineffective in relation to the "fear of citizens from outside world."
Bill Clinton was born William Jefferson Blythe III in 1946, August 19 in Arkansas where
he was raised. He is the 42nd President of the US and the 40th and 42nd Governor of Arkansas.
Before that, he was the Attorney General of Arkansas. His parents were Virginia Dell Cassidy
and William Jefferson Blythe Jr. who had died before Clinton was born. His mother married
Roger Clinton Sr. four years later but Bill Clinton would only formerly adopt his stepfather's
surname when he turned fifteen. He attended two elementary schools in Hot Springs and later
