Reconstruction act was the plan to bring the union physically and politically together. This was after the civil war the congress developed plans to rebuild the nation, readmit the southern states and provide citizen rights to African Americans. They arose conflicts between congress and Andrew Johnson over reconstruction plans. Though African Americans had many basic civil rights and opponents found a way to erode the rights.
