President Franklin Delano Roosevelt (FDR) gave a state of the union speech in January of 1944 that is often referred to as “the Second Bill of Rights” speech. In it, he listed eight economic rights that citizens were entitled to, one of them was the right to healthcare.

The fundamental differences between Medicare, Medicaid, and Obamacare can perhaps
be traced back to the policy level during their formulation. In this case, it is critical to note that In

States citizens access quality healthcare through a funded healthcare program. Medicare is a
federal health program that usually targets older persons aged between sixty-five years and
above (Magliocca, 2018). However, the program equally targets younger people that have certain
medical conditions as well as those living with different forms of disabilities. On the other hand,
Medicaid is another government health insurance program that fundamentally targets citizens
with limited financial abilities and resources (Pepper et al., 2018). Instructively, Obamacare
tends to be different from the two federal health programs. Essentially, this is because, unlike the
two programs that clearly target distinct groups or classes of people, Obamacare also known as
the Affordable Care Act (ACA) mandates every citizen to maintain health insurance coverage or
risk facing a tax penalty for failure to observe this rule. It is worth noting that despite these
striking differences between the healthcare programs, there is a striking similarity in that all of
them are keen on promoting quality healthcare among the citizens.
In this case, Medicare is a federal healthcare system that relates closely to the concepts
espoused by FDR in the Second Bill of Rights speech. Ideally, this is because the program as
envisaged by the former president is keen in ensuring that citizens can access both in-patient and
out-patient quality healthcare at all hospitals in the country. The proposals by the former
president, in this case, can largely be seen as geared towards ensuring that citizens especially the
elderly do not suffer and die due to lack of proper access to quality healthcare (Moyn, 2018).
Subsequently, the fact that Medicare guarantees the older generation such quality healthcare as
envisaged by FDR closely relates to his proposals.
