Please note that, we have the subsequent concentrations:

[HClO] (Before of the neutralization) = 100 mMol

[NaOH] = 0.9*65 = 58.5 mMol

{HClO] (After the neutrlization) = 100-58.5 = 41.5

Total volume = 100+65 = 165 mL

So we get:

[H+] = 41.5 / 165 = 0.2515

and:

PH = 0.6
