OK, so a buffer soln requires a few things:
1. You need a weak acid, (or base)
2. You need to have the conjugate base of that acide present from a salt

HBR/KI
HClO4/NaClO4
and NaOH/NaCl
..all violate requirement 1 so they can't act as buffers.
The others would act as buffers to varying degrees.
