During colonization the Americas where considered a penal colony by the British. This means that political and religious criminals were sent to the Americas to colonize it. As a result the early colonists were often without the supplies needed to establish large towns and dependent on British Governance. This lead to primitive societies whose sole focus was on survival. In addition laws that were passed often went against colonel needs and action by the government was slow because of the time needed to receive instruction from the House of lords and the house of commons ( the politcal governing bodies of British Parliment).
