The Department of Homeland Security is primarily responsible for various risk analysis
elements. DHS is responsible for alleviating all threats that face homeland security ranging from
natural disasters, terrorism, as well as pandemics among other threats. However, the risk
management efforts implemented by DHS are weighted more towards the threat of terrorism.
Risk management is a fundamental input to decision making (Bullock, Haddow & Coppola,
2011). The Department of Homeland Security uses risk management to inform decision making
