refers to the probability of a catastrophe taking place. The various variables used in the risk
formula should be weighed differently in order to assess the total risk. Each variable in the
formula carries different weight. The variables in the formula should be weighed differently as
they possess different weights (Norman, 2016). The threat faced by the country is not equal to
the level of vulnerability face by the country. While the threat might be enormous, the country’s
initiatives to mitigate such a threat can be little that makes the country more vulnerable to the
attack giving the threat more weight than the country’s vulnerability. The weight of the
consequences of the threat also significantly and is dependent on the other variables. As a result,
