This assignment will produce a term paper examining a terrorist group, whether domestic or international, and then relating policies we have studied that help or would help counter the threat.

You must submit your choice of topic by the end of week 3 and have it approved prior to starting the paper. Failure to post a selection will preclude any conference grades being posted. PART I

First, in approximately 1,000 words complete a profile of a terrorist organization that threatens the U.S. homeland. The profile should include a discussion of the group’s ideology, targeting,

tactics, capability, and overall goals; an analysis of attacks, and any statements or propaganda released by the group (elements). The selected group can be international or domestic in nature. There is no sanctioned list of domestic terrorist organizations. PART II

Utilize the group profile in the second portion of the paper to conduct an analysis of a U.S. homeland security policy or policies studied in Modules 2 and 3. This section of the paper should focus on one or a few U.S homeland security policies to assess its ability to counter the threat posed by the profiled group. Introduce the policy, explain it, and then analyze it against the information gathered on the profiled group (the elements - ideology, targeting, etc). Select a policy or policies consistent with the group with a clear link between the terrorist group and the selected homeland security policy (ies). If the policy is found deficient, make specific recommendations for policy change to counter the threat. If the policies are deemed sufficient to counter the threat, explain the rationale for your conclusion.

Introduction
In recent years, terrorist activities have become rampant across the globe. The way they
are executed is different in every country due to the different levels of security thresholds in these
countries. This has been a major challenge to the law enforcement agencies who are putting in
different strategies to ensure that these activities are prevented. In the United States, domestic
terrorism has been a major type of terrorism that is being experienced. Thus, it is worth noting that
execution of terrorist activity is a very complex procedure, which is difficult to comprehend. Over
the years different terror groups have been formed with each of them having differentiated
objectives and aims for their actions. Terrorist group’s employ different strategies depending on
the surveillance levels available at a given target point. Since their aim is usually to cause mass
damage, they usually target congested areas or very important points. There are different terror
groups that have been threats to the United States security. This paper will, therefore, focus on Al
Qaeda terror group and significant policies that have been developed by the homeland security in
dealing with terrorism within the United States.
Background
Al Qaeda is an Arabic word which means base. It is an international Islamist terrorist
organization that is made up or regional affiliate minor organization, which swear their allegiance
to the group across the globe especially in Islamic countries. The terror group was developed by
Osama Bin Laden and Ayman al-Zawahiri who were the group’s ideological and operational
leaders who ensured that the terror organization significantly amassed a significant number of
followers as well as being able to achieve its objectives. The terror organization was started in the
year 1988 in Afghanistan.

Al Qaeda’s administrative and recruitment developed because of association with Muslim
warriors that had been formed in the early 1980s. The Muslim warriors also known as Mujahedeen
were formed to fight the Soviet Union invaders in Afghanistan. These Muslim warriors in the
proceeding years formed a strong backbone of the Al Qaeda forces. The terror group was
significantly engaged and created significant influence across the globe in the early 1990s where
it carried out major attacks, and it was the largest terrorist group in 1990s to early 2000s. Al Qaeda
terror group over the years has been significantly engaged with its strategic focus, which helped
them to achieve unprecedented success, which was capped by the September 11 attacks on the
United States world trade center twin towers (Mastors, 2014).
Structure
The Al Qaeda was significantly developed on the strong values, which were embraced by
the Muslim warriors during the invasion of the Soviet Union in Afghanistan. Initially, the terror
group was very strong and thus operated single handedly since it was very much engaged. Through
the leadership of Osama Bin Laden and his deputy Ayman al Zawahiri, the organization was able
to expand and engage almost all major Arab countries who in most cases were sympathizers to the
actions and ideologies that were being fronted by the terror group. The leadership of the
organization, therefore, was very streamlined since there were some key positions within the terror
network, which provided a significant focus in improving the organizational operations.
However, the significant influence developed by the terror group resulted in significant
focus from world organization, which focused on destroying the ever-increasing dominance of the
terror group in the late 1990s and early 2000s. It is during this time where it carried out significant
attacks across the world specifically targeting the United States and its citizens across the world
with significant attacks carried out on the United States embassies (Mendelsohn, 2016).

The Islamic militants formed a significant part of the al Qaeda structure since they played
a key role in executing the mandate as considered by terror network leaders. The militants who
were directly involved in the operations of al-Qaeda were specifically recruited for specific

activists and affiliated organization that is terror based and thus assume to advance the same
