I hope this page helps...the formula I would use would be the one in the box where we're solving for n, the sample size.

p is the pop proportion = 0.22

E is the error = 0.03

Za/2 is the critical value associated for 80% confidence and was calculated to be z = 1.282

Essentially, we want the z-score that leaves an area of (1 - 0.8) / 2 = 0.1 to the right--equivalent to a z-score of 0.900.

Calculated, the sample size comes out to be 313.20 rounded up to 314
