The City Manager has tasked you with developing and implementing the government’s new million dollar grant funded Public Leadership Academy. The mission of the Public Leadership Academy is to provide ongoing training and development of the local government’s current and prospective public leaders. This program was developed in an effort to build and sustain world class public leadership that exemplifies exceptional leadership traits and skills, while fostering long-term relationships internal and external stakeholders and constituents. In the upcoming weeks, you will deliver your first presentation to the government’s local councilpersons, in which you address the type of public leadership model(s) that is both needed within the local government for its public leaders and required to fulfil the mission of the Public Leadership Academy.

After careful review and analysis of the steps needed to meet your goal, your first assignment is to revisit the theories and styles of leadership. You will examine the theories and styles that support the role of the public leader.

Introduction
There are different scholarly ways of defining a public leader. However, consensus rests
on the fact that a public leader is an individual who provides a voice for the responsibility he or
she has and accompanies the voice with action. On top of that, the leader has to be serviceoriented and a change agent with a vision of improving other people's lives in the economic,
social, political and cultural aspects.
Defining public leadership
The complex nature of leadership coupled with the numerous definitions provided over
the years makes it impossible to determine any one meaning that could be assigned to the title
public leader. Over time, theorists and scholars have on many occasions tried to define
leadership. In the process, theories have been developed to justify their findings. The most
common traits that define the leader are used to categorize the ideas. The categorization,
therefore, brings up theories such as great man, trait, behavioral, contingency, transactional and
transformational leadership theories.
In vein with a determination of the meaning of public leadership, the theories that most
accurately define it exist among the ones mentioned above. As much as the theories stated above
generalize leadership, two theorists seemed to have had public leaders in mind when they came
up with their definitions (Kellis & Ran, 2015).
