The American Recovery and Reinvestment Act was implemented in the year 2009.
The bill was signed into law with the goal of ensuring that the jobs which existed were saved
and new ones were created after a great recession was experienced in the country. The act
also contained provisions which offered relief programs to various sectors which would have
been affected by the recession (Plan, 2009).
The bill was introduced in the House of Representative in 2009 by David Obey who
was also the bill's sponsor together with nine persons who were Democrats. The bill was
written by the member of the Congress and not the president. The committees who
considered the bill were the House of Representatives and the Senate. Following the
introduction of the bill in the House of Representatives, the bill went through a number of
amendments which led to the bill being passed 244 votes in the House. The bill was
sponsored in the Senate by Harry Reid and 16 other persons. Amendments were proposed by
the Republicans in reference to the tax cuts and the spending. The bill was voted in by 61
persons, all the Democrats voted in favor of the bill. The number of amendments amounted to
206 amendments. The bill had not been introduced to the previous congress.
Once the bill was introduced in the Senate, the bill was considered where the tax
provisions together with tax cuts and spending as well as the increase of spending when it
came to the infrastructure were also considered since the opponents were of the objective that
the share of tax cuts was low and spending price was quite high. Tax incentives which were
proposed by Maria Cantwell in reference to plug-in electric vehicles were also included.
